FRAMEWORK
The Economic and Social Stabilization Programme (PEES) approved by Council of Ministers Resolution no. 41/2020 of June 6 establishes, among other things, a set of measures to boost economic employment by launching small, swiftly-executed and widespread projects that can absorb some of the impact of the economic crisis caused by the COVID-19 pandemic. This initiative, called "More Sustainable Buildings", is provided for in the aforementioned Program.
Building interventions aimed at sustainability and energy rehabilitation are among the measures with the greatest multiplier effect on the economy, generating employment and wealth at local and national level. It has therefore been identified in various studies as one of the most important measures to foster economic recovery in the post-COVID phase. Buildings are at the heart of the concerns underlying the European Green Deal.
Rehabilitating and making buildings more energy efficient helps achieve multiple objectives, namely reducing the country's energy bill and dependence, reducing greenhouse gas emissions, improving comfort levels and indoor air quality, benefiting health, promoting labor productivity, reducing energy poverty, extending the useful life of buildings and increasing their resilience. Energy renovation also promotes improvements in other dimensions of building performance such as resource efficiency, particularly water resources, due to the strong nexus with energy consumption, as well as making an important contribution to the climate resilience of buildings, cities and, consequently, the country itself.
This measure, which is intended to be implemented in 2020 and will continue in 2021, refers to the support program for more sustainable buildings, focused on improving their energy efficiency and decarbonizing buildings by supporting their renovation in various ways.
GENERAL AND SPECIFIC GOALS
The aim of this Regulation is to fund measures that promote rehabilitation, decarbonization, energy efficiency, water efficiency and the circular economy in buildings, contributing to improving the energy and environmental performance of buildings. In this context, actions to be carried out in existing residential buildings, built up to 2006, that contribute to the goals set out in the National Energy and Climate Plan 2021-2030 (PNEC 2030), approved by RCM no. 53/2020, of July 10, and in the Long-Term Strategy for the Renovation of Buildings (ELPRE), as well as other environmental objectives, are eligible for funding through this Initiative.
GEOGRAPHICAL AREA
The incentive program covers the entire national territory.
BENEFICIÁRIOS
Eligible individuals are those who own existing and occupied single-family dwellings, autonomous fractions in multi-family buildings or multi-family buildings built up to the end of 2006.
TYPE OF PROJECTS, FUNDING AND CONTRIBUTION RATES
This incentive will be allocated €1,750,000 (one million seven hundred and fifty thousand euros) in 2020 and €2,750,000 (two million seven hundred and fifty thousand euros) in 2021.
